Well, you don’t really provide enough information for me to give you a meaningful answer, as I don’t know what your constraints are. The packaging of an electronic device will determine your “theta junction to case” and if you can’t change the packaging of the device (LED), then the only thing you can do is provide a low thermal impedance between the LED case and the ambient environment. This might involve thermal pads, heatspreaders, heatsinks, heatpipes, fans, etc.
The right thermal solution will depend on how much power you need to dissipate, your highest ambient temperature, your maximum allowed junction temperature, and the physical and cost constraints of your design.
